QEEPP (pronounced "cue-eep") was conceived and developed by Rado Dimitrov as a structural discipline framework for enterprise-scale digital transformation.


The framework reflects practical experience in cloud architecture, enterprise modernization, AI platform governance, and operating model optimization.
It was designed to address a recurring systemic gap in large-scale transformation programs: the tendency to scale initiatives before stabilizing foundational quality, aligning to measurable outcomes, and institutionalizing performance discipline.


QEEPP's structured progression Stabilize→Align→Optimize→Measure→Scale helps ensure that transformation efforts do not amplify instability, inefficiency, or strategic misalignment.
It enables organizations to stabilize Quality, align Effectiveness, optimize Efficiency, measure Performance, and scale Productivity.
